leadership, and providing technical assistance to our office.-- for her amazing work.us today addresses two key legislations. the first mandated residential hotels provide rooms with workingshared bathrooms. the cost of these requirements is little relative to the benefit that the residents will reap. it will enhance the quality of life and safety upgrades to the building. the risk of the senior suffering a broken bone from slip on the shower or a disabled person not being able to communicate with service providers are problems that will be drastically diminished with the passing of this ordinance. increasing the safety for some of our most vulnerable residents is so important but also saving the city money in these preventive measures is critical. in order to develop a set of guidelines that are implementable as well as cost-effective we have to move with measures like this. and though the ordinance will be affected within 30 days of its passage there will be no notices of violation issued for the first six months after the ordinance passes.hotel, an important mailing and outreach that

, in terms of recouping the amounts of reserves that are going to be used here my understanding is there is some flexibility in how much is recoupd and depending how you use that flexibility that could impact rates so i am wondering if you could say something about that and what the thinking is around that issue? >> yes. you will recall when the board considered the program in august the board directed us to -- i can't quote the language, but the basic message was to the extent feasible let's try and recover the dedicated funds. excuse me. what we presented as staff to the rate fairness board was full recovery of all of the funds during the first four and a half years of the program. of course the quicker you recover those funds the more a rate bump it has on the program, so the board dialogue has been around can we extend out how long we give ourselves to recover those funds? and i think under the adopted board direction, yes we can, and then the issue is. okay. if we want to by how much? and those are some of the questions we're addressing with the rate fairness board a
of us, in needs an amendment. have gone through this process with the home i no longer own. it's been more than three years when i wrote a check for $70 for an appeal. the check was cashed the next day. yesterday i received a refund, not the whole $70. from my understanding most of the issue is a discussion or lack thereof between the assessor's office and the tax collector's office. i remember years ago trying to pay my property taxes and being told i am so sorry you can't do that yet. i found it odd that they do not want my money. the process then was that they had not figured out the escape assessment; they were still working on numbers from years earlier. they knew those based on my purchase price but they were not ready to collect the money for four more years. i knew they would be collecting at some point so i set it aside. i can appreciate that so many people don't. if i were asked, i would be happy to lend a hand and solve these problems. >> it is not the role of the assessment board to facilitate a process between our citizens and our homeowners or property owners but for me

cloths officers. we try to use them in the most clandestined effort to deal with the individuals engaged in the crimes. they have been an incredible resource, not only for addressing issues of crime upon muni, but the crime throughout the city, and that they have such a level of engagement with the repeat offenders. they are often able times to identify a suspect based upon a video footage and otherwise very quickly. and that is also a team that is funded by fema and a tsa grant and going back, the dog units are also funded through tsa as well. >> specifically, some of the target enforcement operations that we do, obviously with the issue of robberies, and the team of officers assigned to muni. regularly, interact with the diblgt station personnel. and in response to either areas that have had historically plagued by robberies or that we see changes or in creases in the robberies indicating that you may have a series or anything of that nature. and those officers are engaged in that. one of the things that we really want to do is in order to abait the crimes in and around muni is actuall

could tell us orton's experience and history of doing -- looking at other properties and where you've done your work. >> sure. this project is sometimes charged as a 270,000 square foot project. in actuality, it really is seven separate projects, seven different types of building construction. so, going into that, one type would be similar to the office building. the first one we saw, the building 101, the l-shaped building at the corner of illinois and 20th, that's a concrete building. office building, rehab. probably the most really typical building that with just completed in oakland is a 10-story mid rise, 1440 broadway t. was well reported in the news because unfortunately right after we bought it, the [speaker not understood] destroyed the building and it's right there occupy oakland. and we've come back and built that. we had that building to its historic pinnacle and it's absolutely beautiful. our lead tenant in it is a company, well known company in the east bay called oaklandish. that is a design company. well known design company. so, the two office buildings, 101, 104,

. so, this allowed us to not only put on a great sell braaetionverctiontion, but to also fundamentally change the experience that the 10 million visitors a year who come to the golden gate bridge have. if you've been out there, we've built a 3500 square foot pavilion. it's a visitors pavilion and welcoming center. there are interpretive panels and photographs and videos that you can see there and merchandise that tell you a lot about the golden gate bridge. and we have some artifacts in that pavilion that have never been seen before by the public. so people now can actually get a sense of their rich history of the golden gate bridge and how it was built and the men and women in labor who built that bridge. and, so, it's really fantastic. we also improve the outdoor plaza area so there's more open space. we improve the pedestrian and bicycle path. so, really it's a much more pleasant place to visit now so we're really, really proud of that. on the fiscal side of things at the district, it has been a difficult time, as with any governmental quasi-governmental agency. but in 2009 the boar

and the establishment was in district six during a redistricting process, they swiped us away and so any way, i want to point out that we did write a letter of support, but i also want to point out that they did no out reach. so, if you are shaming everybody for not doing the out reach, it starts here too. when they posted it was not clear, if it was st francis hotel or if it was st francis hotel asking for a liquor license or a different entity, it was not until we get the packet for this meeting that we realized that it is actually an entity that has because they did not do the out reach to the community. and so we thought that it was the hotel opening up a bar, under its name. and in reality, it is a chain of bars that are opening up and they want to open up at this location. and we do agree with the conditions that are set out by the police department. but, again p the issue of out reach, i think that it should be pointed out that you know, these applicants need to do the community out reach so that everybody, and just assume that there is no organizations or no residents and all of that, well t
